14.10 Kidnapping or Attempted Kidnapping of a Federal Agent
The unlawful abduction, attempted abduction, restraint, or detention of a federal agent, such as an FIB operative, with intent to obstruct justice, compel governmental action, extract information, leverage negotiation, or retaliate against federal duties. This includes but is not limited to:
Hostage-taking during criminal acts, such as armed robberies, standoffs, or barricaded situations where a federal agent is used to deter law enforcement action or gain tactical advantage;
Forced transportation, confinement, or relocation of the agent under duress;
Unlawful detention, even for short durations, during efforts to resist arrest, delay federal response, or prevent investigative intervention.
This statute applies regardless of whether the attempt was successful, and whether the act occurred during an organized crime, spontaneous incident, or larger coordinated threat to public or federal safety.
